3.3 Initiating Process Group 
“The Initiating Process Group consists of the processes performed to define a new project or a new phase of an existing project by obtaining authorization to start the project or phase. Within the initiating processes, the initial scope is defined and initial financial resources are committed. Internal and external stakeholders who will interact and influence the overall outcome of the project are identified” (Project Management Institute, 2008, p 44).

Many projects are born far before the project is initiated as just a concept. The initiating process group formalizes ideas, necessities, or concepts into a project. The Project Charter is the document that formalizes the concept into a tangible venture.  A clear understanding of stakeholder expectation is imperative, as this process group is the launch board for the entire project. 

Project Integration Management
4.1 Develop Project Charter
"The process of developing a document that formally authorizes a project or a phase and documenting initial requirements that satisfy the stakeholder’s needs and expectations" (Project Management Institute, 2008, p 71).

Artifacts: 
The CNM Construction Bridge Project developed a project charter based on a statement of work with our contract being with Dr. Patrick Ross. Enterprise environmental factors and organizational process assets were based on the fictional company and 2011 California Department of Transportation (Caltrans) resource rates.  See page two of this document for the project charter information.

Aircraft RD Seven Project Charter is an example of a Project Charter. Utilizing organizational process assets, a template, this mock project defines the beginning and acceptance of a project.

This Re-Engine STC Project is a fictional account of project management communication process. This is an initial certification project that will be certificated by the Supplemental Type Certificate procedure. Page 7 of this document identifies the buy in necessary by the Federal Aviation Administration.

10.1 Identify Stakeholders Part of the Project Communication Management.
“The process of identifying all people or organizations impacted by the project, and documenting relevant information regarding their interest, involvement, and impact on project success" (Project Management Institute, 2008, p 243).



Artifacts:
The CNM Construction Bridge Project stakeholders are identified with inputs from the project charter, procurement documents, enterprise environmental factors, and organizational process resources, and input from other stakeholders, (experts and co-workers, et cetera). It is vital to include all stakeholders involved or impacted by the project. Within the CNM Bridge Communications Register is a 10.1.2 ID Stakeholders-Chnls tab that identifies stakeholders for this project. 

Denver International Airport, (DIA) paper identifies stakeholders and their role in the project. Needs of the various stakeholders are reviewed and an analysis as to how they integrate into the project is defined. Stakeholder identification begins on page 3 of this document.
